Reopened from #335 under a branch of its own, out of the delivery group of mesh-host#98 and mesh-controller#283.

To-be 47 gains a short paragraph under the delivery budget naming ADR 0335: a container that declares busy is replaced once idle, within 15 minutes; only its node's walk waits, says so, starts its first-node gate at the report that says it replaced, and counts the wait as a phase of the delivery time, never exempted. With how it is checked. ADR 0335 added to the frontmatter's decisions. Prose only.

merge-check.sh (records, index, cycle, words) passes.
