Amends design 47 for three decisions the operator approved on 2026-10-17 (playbook 02, Amending an existing design; playbook 08):

  • ADR 0418: a delivery group is one batch and one delivery plan; the group merges in one pass.
  • ADR 0419: no member order and no after: lines; order comes from the module graph.
  • ADR 0421: the operator's one Approve is the only gate after green checks; no separate ready mark.

Rewrites the passages they change (a delivery, order without a person, a group's checks, the Approve and the merge, the merge window and the batch, the verbs, acceptance tests 1 and 6, what retires), adds the three records to decisions:, and in Milestones adds phase II (issues 1025 and 1019, under ADR 0420, proposed) before milestone 3, which now lists 977, 978 and 1022.

Checks: sh merge-check.sh green locally (records, index, cycle, words).
