Lessons from the 2026-10-25 recovery, added to playbooks 07 and 08, each with how it is checked:

A pull request that depends on an earlier one outside its delivery group opens only once the earlier one is delivered, not merely merged (a note is no safeguard; the Approve merges whatever is asked). Members of one delivery group still open together and merge in one pass (07 step 3, item 1).
A reviewed follow-up to a change the operator has not yet approved is folded into that pull request (head moved): one Approve, one delivery.
Local run of the integration level after a failed try: already in both playbooks (pull request 471), so skipped.
At the second instance of a fault kind found in a review, the developer searches for every instance and names each in the report (07 step 2, item 9, referenced from 08).

Checks: go test -count=1 ./00-META/checks/ passes.
