Amends the to-be design 55 for ADR 0592 (accepted 2026-11-02 on the operator's Approve): records, versions and sections on the bus (state heads, stream versions keeping its history, object bucket sections by digest, drafts/asked/names/findings), written by section (open, write, remove, order, submit, drop, take-over), reviewed in parts, titles instead of file names, the move off the database with the drop only on the operator's yes, and the module's tools, health and events. Follows ADR 0593 §10: the mesh-sdk release sdk1 (issue 1585) does what ADR 0592 §16 gave the controller (the grants part creates the buckets and history streams, grants read-only access and raises the 75 percent condition; the indexer's judge checks the forms), so the order is that release, then mesh-knowledge.
Issue 1966 (the knowledge-base build). Review: one reviewer against ADR 0592 and ADR 0593 rather than four by architectural domain, because the design carries out a decision that had that review; round 1 found five faults (fixed in c2b162a), round 2 approved. go test ./... passes.
