076 opened from the route-forwarding conversion (the authority's root was a minted secret) and resolved by ADR 0098: a fact a provider makes at first start is fetched from it, through a gate, over the mesh network. Design 08 amended. Proven by the route-forwarding bed; the diagnosis records what the run taught (overlay first; the gate retries).
ADR 0097 amended: the mesh's own images declare their bases; an undeclared FROM is refused. Design 18 amended.
ADR 0096 notes its real-registry proof and the finding it produced (the builder on the host network).
074 diagnosis: route-forwarding converted; one bed left.
After review: 076 and ADR 0098 say precisely what the authority could and could not do; 077 (a fact fetched at first start is fetched once per declaration) and 078 (a delivered secret is accepted under any name) opened.

Checks pass. Code MRs on multiple-fixes: mesh-controller, mesh-tools, mesh-catalog, mesh-lab.
