Graduates research 014 on the operator's decision: NATS, native. Every link on NATS subjects, durability on JetStream, module accounts as per-subject permissions written as configuration the host declares; the sdk contract unchanged; the adopted AMQP broker kept as the predecessor's compatibility broker until its last client; built in the lab beside the migration and cut over in one rollout after the core; the person's client designed on it. Homed in the connectivity design.

Issue 104 resolved by mesh-host #23: a declaration for the other mode is refused, every hand-applied file is refused once the mesh has spoken, and an apply previews what it would change.
