Issue 330 (the dead-letter stream design 25 promises does not exist), resolved by ADR 0264:
ADR 0264: DEAD_LETTER_NOTICES captures the server's maximum-deliveries advisory; DEAD_LETTERS keeps a copy of each message given up on with its consumer, subject, deliveries and when; the controller's dead-letters verb lists, shows, delivers again to that consumer alone (mesh.again.<consumer>.…) or drops, each with why; the max-deliveries condition is open while messages are held and says where to act.
Design 25 §3: the stream table names both streams and EVENTS' again subject.
To-be 45 §1: the writers table gains the row; S9's bound says a message given up on is said while it is held.
Delivery group: fix/330-a-message-given-up-on-is-kept with mesh-controller, mesh-tools and mesh-lab.

- **ADR 0264**: DEAD_LETTER_NOTICES captures the server's maximum-deliveries advisory; DEAD_LETTERS keeps a copy of each message given up on with its consumer, subject, deliveries and when; the controller's `dead-letters` verb lists, shows, delivers again to that consumer alone (`mesh.again.<consumer>.…`) or drops, each with why; the `max-deliveries` condition is open while messages are held and says where to act.
- **Design 25** §3: the stream table names both streams and EVENTS' again subject.
- **To-be 45** §1: the writers table gains the row; S9's bound says a message given up on is said while it is held.
- **Issue 330**: fixed-by mesh-controller#159, mesh-tools#24, mesh-lab#70; replay R330; amended-design design 25; a Resolution section.
`merge-check.sh` (records, index, cycle, words) passed locally.
