Found rolling out ADR 0155: the mail module's four operator settings appear in every route it contributes, its database contribution and the smtp facts consumers are bound to, because settings are one flat map laid over everything mergeable. Located, not fixed; design 27's requirement form is where it ends. Issue 122 gets the rollout's cost: a module's rename loses what its assignment held.
