The decision's "live, by hand" check is done through the console at 14:55Z today: a runtime re-serving on an issued membership, the store's verb answered by the seat's holder, postgres's own tool answered by each named machine, the controller's push with its own node argument. Three facts added to the built note: the subject-addressed direct get (mesh-tools 25), a bus credential is written once so a claims change needs module issue and a push, and an unclaimed seat registration is skipped not fatal (mesh-tools 26). Checks pass.
