Found by the first tiered plan tonight: the build machine rebuilt for a controller change kept its source commit, so no moved event followed and nothing sent it; the plan waited on a report that would never come. The plan now sends what it waits for (mesh-controller 203); the general rule — a new artifact for a module with a roll-out policy is sent, moved commit or not — is the decision this report asks for. Checks pass.
