Dated proof under WP4b: baserow, letta, searxng and unifi answer from ace's runtime with no tool container, reading their configuration as the operator account; 17 tools for 6 modules served there. confluence/gitlab/jira are unassigned predecessor leftovers. Two traps recorded: a bundle needs loads when its module declares no tools list, or it is never delivered; a module pinned to an old commit is skipped by a merge's plan.
