Events miss a machine that joins after them and replay history where only the latest matters (the operator's agent: MCP servers registered for every machine; a licence binding). This decides module state on the bus.

Research 024 (graduated): the cases, what exists, the grants measured against a running server (and re-checked once built), events vs key-value compared.
ADR 0201: state (owned) and reads (<module>.<name>) in a manifest; the controller creates a bucket per name from the catalogue on every raise; the membership issues each assignment its buckets; the runtime serves mesh/state.get|put|delete|keys|watch and refuses what was not issued; no secret in a bucket (partly mechanical, said so); a bucket outlives its module and is reported, never removed.
Designs 32 (§1, §4, §10, §12) and 25 (§1, §2, §3, §4) amended.

Checks: records, cycle, index pass.
