The operator, 2026-10-15: the smaller model is as good as free against the weekly allowance; what limits the number of agents is how many the lead can settle and follow, and their token cost, not the number of issues. Subagents on the larger model stay at two at most (the lead not counted) and as rare as possible. Replaces 'at most two issues at once'.

Independent review (local, Sonnet): round 1 APPROVE at 3c52abf with two non-blocking points, both taken in 5a9dd31; round 2 APPROVE at 5a9dd31. This forge commit 893d90fb has the same tree as 5a9dd31 (78d4a8d5), on main 1e57716.
