Issue 867. The delivery design (03-DESIGN/01-to-be/47) is ADR 0382's home: adds it to decisions: and one bullet under "A delivery group" saying each member's own check reads its siblings. merge-check.sh passes. Read by the issue 867 reviewer. Group: same branch name in mesh-controller and mesh-catalog.
