Adds a section to design 47 for ADR 0395 (issue 888): when a repository's trunk moves, mesh-delivery asks the check of every active open pull request into it at once; an older check of the same pull request is ended; ready ones first; pull requests untouched for 7 days left out; a recheck takes a proposed delivery.

A design edit (playbook 08 step 4): the operator's word on this pull request is its review. sh merge-check.sh passes.
