Issue 955. Design 29 (a node has operator accounts) gains a section, "The forge over SSH": the account's own forge key in ~/.ssh, how its public half reaches the forge (ADR 0400), and the forge's SSH address on the mesh. It is ADR 0400's home in hq. Its decisions list and references name ADR 0399 and ADR 0400.

Reviewed with the catalogue change (no findings). hq's merge-check.sh passed locally.

One delivery group with novox/mesh-catalog feat/agents-write-git-ssh.
