The operator, 2026-10-18: three pushes in a row failed their first merge check on faults a run before the pull request finds in minutes, and no store or bus is started by hand.

Playbook 07: the check step pushes, runs mesh-controller.try on each pushed branch, and opens the pull requests only when every try passed; the merge check runs the integration tests again as the gate. The fixing agent's brief keeps forbidding merge-check.sh, go test -tags integration and a hand-started store or bus on the machine.
Playbook 08: step 5 the same for a small fix.

Matches the how-work-is-done instruction proposed at 14:52 (fingerprint bcac ea3f 90d0 2549 00e0 6836).

Review record: a playbook edit of a few lines (playbook 08 step 4); the operator's Approve of its merge is its review.

Checks run locally: records, index, cycle, words all pass.
