Design 47's milestone table, written back from R3b's prepare step (playbook 07 step 0):

R3b: in mesh-controller, issues 1210 (own path and merge gate rule by the seat's claim), 1211 (merge announcement heard from the seat's holder), 1212 (pull requests' keys from the holder's bucket), 1213 (merge warrant read under the named asker: the teller, or mesh-delivery until R3d), 1214 (builder computes the source fingerprint with mesh-sdk's function), 1215 (a build record carries its fingerprint's inputs), 1216 (a condition only under the module's own name, proven on the controller's grant); in the messenger, 1217 (the router takes a condition on its one subject) and 1218 (the same over the bus). One delivery group.
Two facts found for ADR 0437, carried into R3c's one insight with issue 1209: the controller hears no transition or group event (only merged), and the refusal of a condition under another module's name is the grant's, not the router's.

A design edit of one line: no reviewer (playbook 08 step 4); the operator's Approve of this merge is its review. hq's merge-check.sh passed locally.
