hq #438 merged at its first head (9ffa609) while its review was in round 1. This carries the round-1 fixes (commit 29ac1c7 on design/47-the-check-in-r4, copied onto main as cc605e3), all in 03-DESIGN/01-to-be/47-delivery-from-commit-to-delivered.md:

The judge's own account holds only until release 4 is delivered (ADR 0446 §5).
"Wherever this design says both checks passed" replaces "above".
The assigner's reads (ADR 0446 §2), the version skew condition (§4) and the refusal of an unread manifest field (§5) are stated.
Acceptance tests 22 and 23 say where they are measured.
"What retires" gains release 4's entry (ADR 0445 §6, ADR 0446 §5-§6, ADR 0447 §1).

sh merge-check.sh passes. review-438@shanks read 29ac1c7's content in round 2 and would approve it; the review line follows once it has read this head.
