What: design 47's R4c row said each build module names one toolchain version and refuses on a node with another. ADR 0477 (accepted) changed that: they build with the node's installed toolchain at the agreed version (issue 1572). The row now says so, and names ADR 0478 (the R4c builder). Issue 1305 moves from the R4e row to the R4f row (ADR 0482 section 8). ADR 0477 and 0478 are added to the decisions frontmatter; updated is 2026-10-21.

Why: found by the R4c-5 survey (contradictions 1 and 10).

Checks: cycle.py, records.py, index.py, words.py and merge-check.sh pass locally (playbook 02, Amending an existing design). Only design 47 changes.
