The prepare step of design 60's catalogue milestone listed the programs that read manifests strictly, but not the SDK's contract of a defined seat's verbs. Its first try was refused on mesh-files' claim of node-files' new verbs, and the SDK change became a release of its own (issue 1718). Step 0 item 6 now names that order and how it is found: search the SDK for each seat a change adds verbs to.

hq's four checks pass locally (records, index, cycle, words). playbooks.html needs no change: its "find release orders" line covers this.
