Milestone upgrade-safety, one delivery group with mesh-sdk, mesh-controller and mesh-catalog on the branch feat/upgrade-safety. Design 42 rows 4 (pacman: packages on the bus, one node at a time in the mesh-level order, record, kernel hold, after-upgrade check, rollback, root helper) and 11 (kernel: fallback kernel and its boot entry on both loaders, a found hook taken over), decisions ADR 0507, 0508 and 0510.

Checks: records.py, index.py, words.py, cycle.py pass.
