Design 47's last milestone, R4g+R5, one delivery group on feat/r4g.

The four checks of 00-META/checks as Go tests with a root go.mod (issue 1296; ADR 0527); the Python checks stay until after the delivery.
The word merge gate struck (issue 1303); design 47 and the glossary (issue 1130, issue 1788); playbooks 07 and 08, including the review rule against timers writing state (issue 1903).
