Issue 1130, notes 14-16. Release 6 is delivered: the controller plans no deliveries, delivery follows each module's want, and nodes apply per module and write haves. But design 47's acceptance tests and the as-is delivery documents still described plans, batches and the merge window.

03-DESIGN/01-to-be/47:
- Acceptance tests 1-12 are restated on source revisions, wants, compositions, haves and the assigner's rules.
- Each test names its own proof (a test in its repository, or a live read), or says it is not yet proved under release 6.
- Test 17 is past tense; R6 is marked delivered; the bootstrap switch is told as history.
03-DESIGN/00-as-is/04-delivery: rewritten as delivery runs after R6.
- It covers the controller's refused verbs, the assigner's seven rules and puts (ADR 0546), the hand path, the node agent, the gate's six states, the view's events, mesh-grants in shadow except memberships, and the builds bucket.
- It adds a 'How it is checked' section.
- decisions: ADR 0539, 0546 and 0547 added; ADR 0276 dropped (superseded by ADR 0429 §12).
03-DESIGN/00-as-is/13-the-console: the tool runner reaches each node by want and composition; counts re-read.

Checks: go test ./... at the root passes.

Review: three rounds.

Round 1: design 47 claimed tests 18 and 19 proved the restated tests, which they do not; two facts were missing from as-is 04.
Round 2: a node name in a proof line.
Round 3: approve.

Not in this change, weighed: retiring 'delivery plan', 'merge window', 'batch', 'rollout' and 'tier' to Not: lines in the glossary would fail the words test on about 590 lines. That sweep comes after this, as its own change.

Describe delivery after release 6: as-is 04 and 13 follow wants, compositions and haves, design 47's acceptance tests restated (issue 1130) c255fd071c

Release 6 is delivered, so the as-is designs still describing the controller's plans were wrong,
and design 47's tests 1 to 12 named batches, plans and the merge window that no longer exist.

Give each restated acceptance test of design 47 its own proof, and add puts, the hand path and the builds bucket to as-is 04 (issue 1130, review round 1) 9eb963d5f1

Tests 18 and 19 do not cover tests 3, 7, 9, 10 and 11 as restated, so each now names the test or live read that proves it, or says it is not yet proved.

Name no node in design 47's test 10 proof: hq is public (issue 1130, review round 2)
