The to-be designs say what today's accepted records decided. Design 47: one check per set of heads, a trunk or sibling move carries a verdict by its package digests (ADR 0548); the hold, merge turns and the stalled line apply only while the check gates merges (ADR 0551, the operator 13:1x: an approved merge goes in at once); placement lives in the catalogue, read by the indexer into its state (ADR 0549); the vault holds every secret, signs on request, and adopts the bus accounts' hashes the bus node hands it (ADR 0550); no machine is enrolled before the third milestone (ADR 0547's answer d); new acceptance test 25. Design 24: new section 'Every secret lives in the vault'; status in-progress (the hash adoption is delivered, signing, licence grants and minting are not). Design 39: 'Every grant in the vault' (ADR 0550 §3, second milestone, waits for issue 569); status in-progress. Glossary: carried verdict, merge turn, placement file; trunk commit, vault updated. hq checks pass.

Reviewed in three rounds by review-hqamend@shanks (round 1: design 24 overstated which bus account values the controller hands the vault; round 2: two section pointers pointed the wrong way). The last round's only finding, one pointer word ('below' → 'above'), was fixed in 250c3ff6 as the reviewer asked, with no further round.

Designs 47, 24 and 39 follow ADR 0548 to 0551: one check per set of heads with carried verdicts and merge turns, placement in the catalogue, every secret in the vault 11b0a450c3

Design 47 names ADR 0548 (a check runs to its end, a trunk move carries a verdict by its package digests, the hold and the merge turn), ADR 0551 (the hold and turns only while the check gates merges), ADR 0549 (placement files read by the indexer) and ADR 0550 (the vault signs and adopts the loaded hashes), and ADR 0547's answers on placement and signing. Design 24 gains every secret in the vault; design 39 moves grants and tokens into it. The glossary gains carried verdict, merge turn and placement file.

Design 24: the controller hands the vault only the covered accounts' values until the third milestone, and the break-glass recovery is below (review of ADR 0550's amendment) a3f6e967c0
