Homes ADR 0564 (health leaves the controller, accepted at version 19 on the operator's Approve, 2026-10-28) and gives design 47 the milestones L4 to L7 research 072 proposes (the operator: "yes to 072 milestones", 2026-10-28 morning).

Design 47: "ADR 0564" in decisions:, updated: 2026-10-28. The milestone table gains L4 (issue 1952, written to follow ADR 0564: four seats, observers' findings, built dark, compared, switched by the operator's take-over, the bus module's consumer-removal tool used by the lease write), and L5, L6, L7 (issues 1953, 1954, 1955), each starting with its own decision record. A paragraph orders L4 to L7 before L3's lease write (ADR 0547 §11).
Glossary, Health and repair: decided also by ADR 0564; new entries observer, condition keeper, take-over (its two senses: the user list, ADR 0547 §8; conditions, ADR 0564 §9); finding kept as a key in its observer's findings; self-check held by the seat mesh-self-check; the watchman also holds mesh-watchdogs; the Homonyms row for "check" follows.

This replaces the unpushed branch docs/47-072-milestones (merged in here; its L4 wording predated ADR 0564).
Checked: go test ./... at the root passes (words, records, cycle, index).
Reviewer's notes, for the L5 to L7 records (not changed here): say that "go" means ends with the lease and the controller's code is not changed (ADR 0547 §1); the condition keeper entry's "until the take-over" is more exactly "until the lease write" for the controller's own kinds.

The operator said yes on 2026-10-28 to making research 072's proposed homes milestones after L3,
so their decision records and design can start beside L3. ADR 0547 §11 makes the lease write wait
for every one of them; issues 1952 to 1955 carry each, a decision record first.

Design 47 and the glossary home ADR 0564: health leaves the controller in milestone L4 bcad1e363a

ADR 0564 is accepted on the operator's Approve. Design 47 names it and gains L4's row (issue 1952);
the glossary gains condition keeper, observer and take-over, and finding, self-check and the
watchman say where they are kept and held now.

Design 47: milestones L5 to L7 join L4 as the homes of the controller's other jobs

Brings in docs/47-072-milestones (edbb53b): the rows L5 to L7 and the paragraph that orders L4 to L7
before L3's lease write. L4 keeps the row that follows ADR 0564; that branch's earlier L4 wording,
which named events the record does not keep, is dropped.
