CAT-BI1: mesh-build-image publishes a numbered image's held digest late (ADR 0617 §1)

An image built unnumbered is published by its digest; the builder's
version.numbered now publishes it under its version, sending nothing.
The late publish moved into buildstep, so mesh-build-go and
mesh-build-image share one.
