Found on the first assignment (ace): the watch was awaited at import, the bucket was not on the bus yet (the controller asserted buckets only at start, fixed in mesh-controller fix/buckets-on-push) and the bus had not reloaded the new grants, so the request answered by timing out after the runtime's 10s handshake and the module was left unserved. Now the watch runs beside the handshake and is asked again (2, 5, 10, 30, then 60s) until the state answers. Also folds #256 (module state cited as ADR 0201). Tests 27/27.
