Issue 937 (critical): postgres on ace asks to retire 5 of 5 logins and on novox 7 of 9, all of running apps.

Cause. postgres is marked moved; on its moved path it counted a login as asked only from plans' provisions, and the controller writes provisions only for moved modules (only keycloak and gitea). The unmoved consumers are given only by the grant file (MESH_RECEIVES), which the moved path no longer read. A unit test shows that within the retirement bound it would even retire them unasked.

Fix. The moved path reads the grant file again: its logins are asked; those no plan names are made and checked by the harness's grant pass (extracted as Harness.apply, byte-identical in keycloak's copy) until R1 (issue 682); a login a plan names stays the helper's; an unreadable grant file retires nothing (issue 241).

Tests. Four new unit tests in grants_moved_test.go, each failing before the change; postgres suite 0.16 s, keycloak suite 0.15 s. The change is logic only (ADR 0391 §6); the adapter and the file formats are unchanged.

Review. Independent review (larger model), round 1 of at most 3: approved at reviewed tree 08a2f674 = this head's tree. Split out: issue 940 (a near-total retirement is a fault, not a question), issue 941 (grant consumers wait while plans are unreadable).

Only a moved consumer's plan names postgres, so on the moved path every
consumer still given by the controller's grant file was counted unasked
and offered for retirement (ace 5 of 5, novox 7 of 9), and could have
been retired unasked where the bound allowed. The moved path now reads
MESH_RECEIVES again: its logins are asked, the ones no plan names are
made and checked by the harness's grant pass until R1 (issue 682), and
an unreadable grant file retires nothing (issue 241). The harness's
grant pass becomes apply, identically in keycloak's copy.

Delivery novox/mesh-catalog@41cdd032084e — delivered since 2026-10-16T16:35:56Z

Delivery plan — builds keycloak, postgres, sent nowhere; no bus step; 3 wait(s) for a person

  • tier 0: keycloak, postgres
  • ace: waits for a person: postgres
  • novox: waits for a person: keycloak, postgres
  • keycloak waits for a person: its policy records (module) — unless on a machine its move recreates none of its containers and moves none of its data, which the walk judges and then sends
  • keycloak provides oidc-client: its consumers are sent again after it
  • keycloak keeps data (ADR 0233): what it holds is backed up before it moves
  • postgres waits for a person: its policy records (module) — unless on a machine its move recreates none of its containers and moves none of its data, which the walk judges and then sends
  • postgres provides postgres-database: its consumers are sent again after it
  • postgres keeps data (ADR 0233): what it holds is backed up before it moves

Machines

  • keycloak on every machine running it: sent
  • postgres on every machine running it: sent

Transitions

  • 2026-10-16 16:26 (new) → proposed (announced): novox/mesh-catalog#334's head announced
  • 2026-10-16 16:32 proposed → checked (checked): a verdict names this commit and the trunk's head as its trunk commit
  • 2026-10-16 16:32 checked → ready (accepted): the gate passed or warned, and the repository's own check did not fail
  • 2026-10-16 16:32 ready → published (merged): on the trunk its modules follow: merged there, and its walk opened — or nothing for a walk to move
  • 2026-10-16 16:32 published → delivering (go): its walk started: let go by this owner in its group's order, by a person, or on the controller's own path — not a failed walk that carried a later commit for it, after which it waits for a walk of its own commit
  • 2026-10-16 16:35 delivering → delivered (done): its walk is done, carrying its own commit: every machine of its deploy plan passed, or was left as its policy says

The commit's note under refs/notes/mesh-plan keeps every transition: git log --notes=mesh-plan.
