tsc with both inputs in tools/ wrote dist/index.js; MESH_TOOL_MODULES names dist/tools/index.js, so the lab runtime served nothing (lab listed as not answering). --rootDir . keeps dist/tools/. Checked by compiling the same way locally.

lab: compile from the module's root, so the runtime finds its tools bce7b3a551 
Both sources sit in tools/, so tsc took tools/ as the root and wrote
dist/index.js, while the runtime loads dist/tools/index.js: the module
started and served nothing.
