Issue 1439: mesh-config refused every proposal of mesh-issues' owners as carrying a secret. mesh-config now takes mesh-sdk at feat/1439-name-runs (7bf4a80, v0.1.14-0.20261021075504-7bf4a8053a49), which judges a lowercase name with digits piece by piece; its go directive moves 1.25 -> 1.26 as that SDK requires (brother, mesh-mail and mesh-build-go are on 1.26 already).
Test 1439/AC3 (proposals_test.go): the catalogue's 134 owners plus okioki are put to the operator; it fails with the issue's refusal on the old SDK and passes on the new one. mesh-controller.try build-1792569483133370574 passed at 2379027. Also ignores modules/mesh-config/mesh-config (a local build, issue 1577).
Delivery group feat/1439-name-runs with mesh-sdk, which merges first.

mesh-config refused every owners proposal as carrying a secret, because the SDK's CheckSecret took
modules/asus-zephyrus-g14, i3status-rust and powerlevel10k for random strings. The SDK at
feat/1439-name-runs judges such a lowercase name piece by piece; this moves mesh-config to it and
proves the catalogue's own owners list plus okioki is put to the operator.
