Delivery group feat/quiet-deliveries (ADR 0505, problem messages during deliveries): mesh-controller, mesh-catalog and hq.

• messenger: a delivery line in every condition message (§1); the controller's own subjects and declared machines held by a walk (§2); a settle after a delivered walk (§3, default 2 minutes); a failed walk is said at once, with nothing held on its machines for two minutes after (§6); a message held by two walks is said once, at the sooner limit (§7).
• mesh-delivery-gate: a refusal it is already answering is said as stalled only once its fresh check did not cure it, or after twice the repository's last check time (§4); a delivery that needs a new head is left to its author for two hours, then names the author (§5).

Tries: build-1792674069767452829 passed at 09e749bc (trunk 7842001c).
