Files the node-engine left empty after the R6 switch were never filled again, because the client refilled only at a run's start or for modules it had failed (issue 1944). It now fills every module with a plan when the node-engine's socket returns, and when its node's own have moves to a new composition (a KV watch, no polling). Its delivery restarts the client, whose fresh run fills every emptied file once.

Delivery group fix/r6-node-composition: mesh-sdk, mesh-controller, mesh-host, mesh-delivery, mesh-catalog.
