Milestone L2b (issue 1126), delivery group feat/1126-l2b.

  • checks/placement pins mesh-sdk cadd7b1b: a replicated mesh seat may be held on several nodes (the seed's export passes).
  • modules/mesh-delivery-gate pins mesh-sdk cadd7b1b: it reads a catalogue pull message that carries placement files instead of refusing it.

Tests: go test and go vet -tags integration pass in both.
