Milestone L2 subtask 14 (issue 1126), ADR 0549 §4 as changed by ADR 0555 §6 and ADR 0559 §1.

placement/{ace,g14,novox,shanks}.json written by mesh-sdk main's cmd/placement-seed from a fresh mesh-controller.placement-export (07:33Z).
Byte-equal to the export; equal to mesh-controller.modules' on-lists and to every node's haves (ace 80, g14 75, novox 82, shanks 77 modules): it moves no module, port, binding or pin.
What changes: at the merge every node composes its own modules (ADR 0549 §5, ADR 0547 §3), novox included; later placement changes are catalogue pull requests followed by the controller's assign/unassign.
Safety: this PR's check is ADR 0559's: every placed node composes it in shadow and must answer 'same'. The fold fix (mesh-sdk #107, mesh-host #152, delivered 08:12Z on ace, novox, shanks) is what makes the tunnel and the bus fold into each node's own composition. g14 is asleep: it is named as silent until it wakes and answers; its late answer is taken in without a new check (ADR 0559 §5). This PR must merge only on a PASSING check.

Tests: checks/placement passes on the tree (own test + go run . ).
