Issue 1126 (L2 of design 47). The placement files of #525 (ace 80, g14 75, novox 82, shanks 77 modules), on main.

What changed since #528 (reverted 23:59 CET). Every node agent runs group fix/1126-switch-safe (merged 23:52Z after its check): a run's refusals land only on its own run; an ended pass refuses nothing; a failed read keeps what runs; a bus pause (the ~3.5 s at a bus reload) is retried; a stub keeps its module's directories (novox's nats); stale composer marks clear. The way back on a deleted placement worked live tonight. mesh-delivery-gate (#530) asks the operator's Approve only after the check's verdict, and a placement change's verdict waits for every placed node's shadow answer (ADR 0559 §5).

How it is checked. Each node composes its own modules from these files in shadow and answers; the check passes only when every placed node answers 'same' (a refusal or an unintended difference fails it). The operator is asked only then. If it fails, nothing changes on the nodes and this pull request is closed.
