Let the forge's sshd take a burst of connections from one build machine, so a check's parallel fetch is not dropped (issue 774) #561

The release's check (group feat/774-l3-reland) failed at 00:30 UTC because the forge's OpenSSH dropped ace's burst of ~13 simultaneous git+ssh connections at the default MaxStartups 10:30:100 ("drop connection … Maxstartups" in gitea's log). One env value on gitea's server container: SSH_MAX_STARTUPS=100:30:200 (the gitea image writes it into sshd's MaxStartups; sshd -T in the pinned image shows it). The container is recreated at delivery; data stays on its volumes.

Quick vs thorough: quick = this limit; thorough, after the release = the builder's ssh config reuses one connection (ControlMaster/ControlPersist from mesh-sdk forgekey) and buildstep retries a pre-auth "Connection closed".
