Under a module's own record (its manifest's, or its irreplaceable data's), every
move waited for a person's push, even one that only changed a tools bundle: the
database server stayed behind on ace on 2026-10-15 although its walk said it
recreated none of its containers. ADR 0377 lets such a move roll out.
A move is judged per machine against the build that machine was last sent: it
goes when no container, mounted file, data path, data declaration, provider or
(for a module with data) long-running process changes. A person's record, the
bus and any move that cannot be judged still wait. The walk keeps per machine
which way each recorded module went and why, says it in its note and log, and
status names a machine behind with `push <node>` only for a move that waits.

A rebuild that landed while a walk waited for mesh-delivery's word was taken as
the walk's build of that module; once let go, the walk asked a tier only when
every module of it was unasked, so it never asked the rest and stood still.
A walk now takes only the outcomes of builds it asked, and none while it waits;
a rebuild does not join a waiting walk and says it runs beside it; and a tier
asked in part is asked the rest, including a module held built that the walk
never asked for, which is somebody else's build and not sent as the walk's.

The operator chose the leanest rollout: no gate, no one machine first, failures loud and fixed forward.
A walk sends every rolled-out module to every machine running it in one step, built-by orders no tier,
and a walk ends on its machines' reports. The backlog walk sends every machine at once and passes each
on its applied report.

The gate and the repository's check mount the workspace read-write, so a
build from that tree could hold what the tests wrote under a key that
describes the merge. A check now clones the merge outside the workspace
before anything of the change runs, and builds from that. A check keeps,
and a walk takes, only a build an earlier check of the same pull request
at the same head made: another pull request's build, or an earlier
head's, is never registered. The walk reads the verdicts once
(novox/hq issue 703, review of #328).

A fresh check asked when only the trunk moved rebuilt every image, though
the reuse key said nothing it is built from changed: a controller check
took about 12 minutes instead of 5.5. The check now keeps a build kept
under its key when a verdict of the build seat names that key and every
digest, names it as the build's own check so a walk takes it, and the
cleanup keeps it while any check names it (novox/hq issue 703).

A build made from the source every machine running it runs is marked sent
and sent nothing, yet the tier's wait asked each machine for a report after
that marking. None follows, and the walk waited for ever. Each machine is

the build no move.

A release's own gates held its other sends back for ever; an adopted send
lost what the machine ran before; a kept send could grow a build no gate
passed; a take-over matched by commit alone; a rest that went silent ended
done. The node-engine and the resolver still go one machine at a time, since
a fault that cuts a machine off shows only as silence.

The artifact store takes writes from anything on its network, so a record
planted under another merge's key could have been registered: the walk now

another check shared (review of #311; novox/hq ADR 0350).

A merge built every moved module a second time although its check had judged
the same tree (issue 649). The check now builds into the scratch namespace

building, saying per module why when it cannot (novox/hq ADR 0350).

An agent following a rollout had plans answer once, in prose, and polled the
console with a curl loop of its own to be told a plan moved. plans now takes
wait (a plan's id), until (moved, tier or done) and bound, and answers when the
plan moves or the bound passes, saying which, with the plan as data and its
line as the output.
A call's one answer has to reach the console inside its thirty seconds, so
link.AnswersWithin lets a handler that waits on purpose hold its answer up to
LongestAnswer (25s) instead of AnswerWithin; the bound is at most 20s, and a
caller following a plan further asks again.
plans stop|close, plans retry and upgrade release-backlog kept a walk's start or end mark without saying it,
so the router would hold what the walk touched until its bound; each now runs on the bus as plans go does.
A hand stop keeps who stopped it, so its outcome is stopped, not failed (review 15, ADR 0308, issue 532).
The router holds what an open walk touches and tells its result once; it can do so
only if plan-moved names the walk's start and end, the modules and machines it moves,
what a moved tool runner or node-engine carries there, and how long to hold.
A walk whose delivery was held for a person said only that it waits for
mesh-delivery's word and that plans go starts it by hand, pointing the
reader at a hand start instead of the person's decision. Ask mesh-delivery
what holds each waiting walk and say the held delivery, its reason and
mesh-delivery.release, or the delivery not at its turn.

A walk left the machine holding the bus out of a gated send whenever a
build waited there for that same gate, so a module's new health tool was
refused by the bus on its first machine and the gate could not pass. The
grants step sends that machine its declaration with every build kept,
before the first machine's send; plans and the change plan say it.

The operator's budget (a leaf module running everywhere within five minutes
of its merge, a core module within ten) cannot be held to without knowing
where a walk's time goes. A walk now keeps when its batch's window closed,
when it was cut and its class (migration 0093), each gate reading, and what
each machine of the rest was sent; 'delivery walks' and plan-moved say its
phases from the merge to every machine of the rest reporting the build
applied, and ended walks keep them as walk-phase durations per class. Probe
D16 reads mesh-delivery's 'times' and raises delivery.<class>.over-budget.
A phase that cannot be measured is said unknown, never zero. Measurement
only: no walk is held, sent or judged differently.

Every merge opened a walk and the next merge of the branch superseded it: two
catalogue merges 18 s apart left a walk no delivery held, and the operator
started it by hand 58 minutes later. A merge now joins the open batch, kept in
the store (migration 0089), which is cut into one walk when no merge came for
merge-window (90 s) or at merge-window-at-most (10 min): one commit per
repository, the latest of its branch, with every file the batch's merges
changed. One walk at a time; a started walk is never superseded, a waiting one
is folded into the next. The walk names every merge it answers on the wire
(delivery.merges, taken_over_by, batch). A failed walk walks its earlier merges
alone, newest first, until one is delivered. A delivery group's order becomes
tier edges inside the walk. plans shows the batch assembling; S18 and S19
bound its waits; S16 names the merges a waiting walk answers.

A what-if named the build seat's holder as packaging the controller's
source, "rebuilt without their own source moving", while it was in the
plan because an open plan had not built it yet. The what-if and the merge
log now say, per module, which changed files of its build source moved it,
or that it is read whole and why: no build source recorded, a newer build
failed, or a plan has not built it yet.
A failed build, or a plan closed before reaching a module, left the
closure its last good build said, and a fix-forward to a newly imported
package would have moved nothing. A missed merge moving only a module
that packages the repository was never caught up, and an older merge
read as history for it through a look that was not its own. The gate,
a pull request's check, the what-if and a delivery's order now read the
same view the merge handler does.
Every merge to the controller's repository planned the controller, the
build seat's holder and the route proxy in three gated tiers, whatever it
changed (issue 338). The planner now maps a merge's files onto the build
source each module's newest trunk build said: a README moves nothing, the
controller's command the controller alone, the proxy's program the proxy
alone. A module with none said, or one an open plan has yet to build, is
read whole as before. Sharing a repository draws no packages edge any more,
and one recorded before neither widens nor orders a plan.

On 2026-10-09 a release's gate on the control node read the machine's
report against a newer send another plan had just made there, failed
three builds the machine had reported healthy, and put them back on
every machine to a controller older than the store's schema; that
controller then passed the newer plan's gate from its own health.
- A gate keeps what its send carried (digest, sequence) and reads the
report against it; a report on the last send is on it too.
- A gate judges only the build the machine was last sent: another build
there supersedes the judging — no verdict, nothing put back.
- A controller is told its build (MESH_CONTROLLER_VERSION, ${version}
in a process's env) and records how far it reads the store's schema;
a put-back to a build that reaches less, or never said, is refused
and the current build kept, said as urgent.
- A release's open gate holds other sends of its modules there, and a
plan's own first send waits on it.
mesh/merge-gate pass: builds build-agent, mesh-controller, route-proxy → ace, g14, novox, shanks; no bus step; every machine composes with the change as it…
- A reopened fault keeps its gaps: it was there at a send unless the send
fell in one, so a send that breaks a machine recovered before it still
fails its gate (A2).
- An undecided part holds only the conditions that name it (A4).
- D2 holds a silent resolver for the next run again, refused or not: a
burst of refusals is also a restart (A3).
- A late merge is planned at the newest planned merge of its branch in any
state, not only an open one (A1); merge times to the nanosecond (A5).
A merge acted on late by the catch-up made its plan after the plan of the
merge that followed it, superseded it by creation time, and folded its
unbuilt modules into a plan at the older commit: on 2026-10-09 the
forge's security fix (a082615b) was superseded by 8ff8197a. A plan now
keeps its merge time (migration 0086), supersession follows it, and a
merge older than an open plan of its branch is planned at that plan's
commit, which contains it.

For 28 minutes on 2026-10-08 every send to the control-node was refused for a new bus build that only a
person's bus upgrade moves, and no condition said so: the refusal lived only in each walk's note, and S3
would have called it lateness after half an hour, in words that named neither the bus nor the verb.
- Row S17, bus.<module>.step-waiting: raised on the first watchdog tick after a walk's send is refused for
the bus, for the operator, naming the machines, what waits, the bus build from and to, since when and
mesh-controller.bus upgrade. It clears once the bus's machine runs the build the mesh holds.
- S3 leaves out a walk held only by the bus's step.
- A change that builds the bus says in its delivery plan and summary (which mesh/merge-gate carries) that
merging it needs a person's bus upgrade, and that nothing else reaches its machine until then.
- TestReplay336 fails on the commit before and passes on this one.
A packages edge orders nothing, so a module and what packages its source
share a tier by rule; hasCycle counted the edge and the merge handler said
"the last tier depends on itself" of plans with no cycle. Skip the kind as
tiersOf does. The planner tests' cycle rows and property now pass.

A build that passed on its first machine was judged again from that
machine's next reports while its send to the rest waited; another walk's
unreported send there then failed the passed build at the wait's bound
and put it back.
Review of #150: a withdrawal could land between the look and the act, a
failed ask read as a build in flight, a request kept the wrong asker, a
build being registered read as not built, build "true" could ask a build
nothing waited on, and a status read changed state. Claim a row under the
machine's hold before making it, keep a request only once asked, settle on
the controller's own tick, raise an assignment not made as a condition
until it is answered, and tie each row to its machine.
A merge asks for a new module's build, and assign answered "no module of that
name" until the build registered it, which read as a module nobody registered
(hq issue 325). Keep every build request, tell a build in flight, a module
known and not built, and an unknown name apart, and make an assignment made
while the build runs when the build registers the module.
