mesh/repo-check pass: its merge-check.sh passed
Through the settings verb, or a settings line run by the generic command
verb, any caller of the mesh's console could place a module's directory at
/etc with an owner of its own and have the node-engine, as root, hand it
over at the next push, or mount any of the machine's paths into a container
(hq issue 339). A change to either key is now refused in every process a
verb runs, the generic verb refuses settings writes outright, and neither key
may name the machine's own trees from anywhere, the terminal included. A
line break, carriage return or NUL in any setting, which a file it is
written into reads as a line of the caller's own, is refused where a layer
is kept and where it is composed; PEM blocks alone may hold lines.

jschoubben b05ac4f4b2 A token can be issued for a machine's tunnel key, and it joins through the tunnel
token issue --overlay-key records the key the machine made, binds the
token to it, gives the machine its address and makes it a peer of the
hub, pushing the hub before the token is shown. The token carries the
hub's tunnel and the bus at its holder's address on the private network,
and enrolment refuses any other key (novox/hq ADR 0169). The bus is no
longer public, so a machine outside the mesh can join only this way; a
token without a key is still what the machine running the bus joins its
own mesh with. Also a token verb, which says it replaces running the
command by hand and adding a peer to the hub with wg.

Two incidents had one shape: a change took effect that nobody saw first (hq issues 241, 304).
Three guards, each silent when nothing is at stake:

- settings show [--history], and a set that answers each key it adds, changes and removes, and
  refuses a removal unless --replace; the replaced or cleared layer is kept in settings_history,
  in the same transaction as the write (migration 0078).
- every send keeps a summary of what it sent (no file content), plan <node> --diff compares with
  it, and push with no machine is refused unless --all.
- a push that would give a running container's mount another host directory holds that machine,
  naming the module, mount and both directories, until push <node> --move <module>; a named push's
  cascade is held the same way.

Rebased onto main and fitted to it: the hold runs before the push says what it recreates, a whole
push still says so first and leaves machines waiting for a gate, the verb's push with no machine is
still --behind and a push still needs why. The verbs take plan diff, settings replace and history,
and push move beside a machine, each refused where it cannot take effect.

The verb took only a repository; build --on <module> and build --behind were reachable only through the generic command verb. Each shape is one per call, and a second beside it is refused as passed over.

mesh/delivery superseded: a newer delivery to the same trunk took over its walk
A seat's verb names the shell commands it is the mesh's way to do, and a module says it for its own
tools in its manifest; the tools verb and module list --json carry both, for the mesh MCP server's
search, the agent's instructions and the guard on its shell.

jochen d9289ef6d4 Gate a release plan's first machine and roll a failed build back there (hq ADR 0236)
A build that reported applied was sent everywhere; one that then did nothing, served
no tools or broke its machine's word reached every machine. Now the first machine is
judged by the component's health (the core's definitions, as doctor probes H-*, or a
module's own) three times over two minutes within ten; a failing gate puts the previous
build back there once, marks the build, and says it as a condition and an event.
Upgrades roll out by default; the bus is a planned step; a module deleted at its
source is not built (the public-acme plan failure).

jochen e74c32ed50 Keep calls and hand acts on the bus, answer status at once, record durations (hq to-be 45 Phase 0)
A controller restart lost every call's outcome, `status` composed the mesh
while its caller waited (18.6s live on 2026-10-06, past the 10s window), a
repair by hand left no trace, and the core's bounds had nothing measured to
be set from.

- calls: kept in the controller's bucket mesh-controller_calls (last 1000 or
  14 days, answers bounded to 64 KiB), read by id across a restart; a
  controller starting marks a stopped one's running calls abandoned; each
  call names its caller from the inbox its answer goes to.
- status: the serving controller composes it at start, after news from a
  machine, a build or an acting verb, and every minute; the verb answers the
  last composition at once with when and how long it took. Composing resolves
  each machine once instead of twice.
- hand-act log in mesh-controller_hand-acts: push (required through the seat),
  plans stop/close, broker consumer-reset and the new hand-act record take
  --why/--cause/--condition; `hand-acts` lists them and repeated causes;
  status counts the week's.
- durations (migration 0066): apply (send to first report), heartbeat gap,
  plan tier and build, recorded as heard; `durations` summarises them.
- the controller's seat row takes this binary's definition of its own verbs,
  so the console no longer judges calls against an older build's schema.
- the controller is granted its two buckets' subjects.

jochen f8286c063d rotate: narrow a pair credential to one consuming module (hq issue 268)
A machine runs many consumers of one provision, each with its own
credential. When one module leaks its credential, `rotate <provision>
--consumer <machine>` was the narrowest act and replaced every module's
on that machine, restarting all of them. --module (and the verb's
module argument beside provision) rotates only that module's.

jochen 0f0028785c Refuse a verb argument the seat would pass over, and say a push is of the whole mesh
A push naming one machine reached the verb without it and pushed every
machine behind (hq issue 244). The controller now refuses any argument a
verb does not declare, any it composed its command line without, and a
switch that is not true or false; a push that names no machine says first
that it is the whole mesh. Tests walk every served verb: no argument is
ever ignored, and every flag of a verb's command, read from the source, is
in its schema or accounted for. plan gains files, push behind, builds and
plans limit.

jochen 58b4fcb8c8 A bundle stands on the toolchain it is compiled in (hq issue 211)
A manifest names its toolchain by language, not in build.on, so the planner did not know a bundle
depends on the module that publishes its toolchain and built the two in one tier: the bundle
against the old toolchain, recorded as built from the new commit. The edge is read from the
manifest, so it holds before any build recorded it, and a toolchain that moves rebuilds every
bundle compiled in it.

jochen e67c58cd98 Every serving principal may answer the services discovery for what it serves; the controller announces its seat (hq ADR 0197)
Grants: a principal that serves tools subscribes $SRV.PING/$SRV.INFO and those questions under
each name it serves — its own and no other's; the tool runtime and people may ask. The controller
answers discovery for the mesh-controller seat in NATS's services format, one endpoint per verb it
serves, with the seat's description and schema. module list --json says which modules declare tools,
so the console expects an announcement only from those.

jochen 85873b19e1 node list and module list answer --json, and the nodes and modules verbs use it (hq ADR 0195)
The console's discovery reads the machines and the modules; parsing a printed column breaks when it
is reworded. Both now answer JSON on --json, as status and seats do, and the seat verbs ask for it.

jschoubben 21d38c9b0e A control plane behind its seat's row serves what it can (hq ADR 0185)
One verb in the row that this binary cannot run aborted the start, and a stale push that put an
older control plane back took the whole mesh off the bus for ten minutes — recoverable only by a
person running the binary outside its service, because the push that repairs it is one of the verbs
that had stopped being served. Now the verbs it knows are served, the ones it does not answer the
reason, and the start names them once.

jochen a9307d9f33 The controller seat gains a generic verb: command runs one line of the binary and answers what it printed
Beside the named verbs, `command` takes a command line as the controller's
own shell would — `node account g14 jochen`, `node show ace`, `module list` —
splits it as a shell does (quotes group, backslash escapes, nothing expanded)
and runs it in this binary like every other verb. The named verbs keep their
schemas; this is the whole binary, added because the operator decided any
node may call any tool (hq ADR 0175) and a verb per command was the only
thing keeping the rest behind a shell on the control node. ADR 0154 carries
the dated note. Tests: a plain line, quoted words, an empty line and an
unclosed quote refused.

jschoubben db84142d38 The controller's tools can set an assignment's settings
Per-machine and mesh-wide settings could be set only from the
controller's command line. The settings verb runs settings set|clear,
passing the values inline, which the command now accepts as well as a
file (novox/hq issue 198).

jschoubben c9eba5f3b8 The controller's tools can issue a module its bus account
A module's account was mintable only from the controller's command line,
so a rollout that gave a module one could not be finished through the
mesh's own tools (novox/hq issue 191). The issue verb runs module issue
for a module on a machine; the caller pushes the machine after.

jschoubben 1469f5ff82 A module's own secret rotates when its definition says the module reads it at start (hq 180)
`secret rotate <node> <module> <name>` makes the secret anew the way the first mint did, seals it
to the machine and the operator, and sends the machine, so the module starts again on the new value
— said in the log with who asked and when, never the value. Only for a secret whose definition says
`"taken": "at-start"`: an own secret is now a path, or {path, taken}, and a definition that says
nothing of how a secret is taken is refused with the word to write, because a credential rotated
under software that never reads it again is worse than one left alone (issue 179). `applied` is
refused by name until the staged form ADR 0114 decided is built; a value given to the mesh is
refused as ADR 0113 says. `rotate` is a verb on the controller's seat with two shapes — a pair
credential by provision, an own secret by machine, module and name — so the console can ask.
Registered manifests keep their bytes: a path alone is written back as a path.

jschoubben 076e0ae259 A build is taken in where its outcome is heard, and the build tool answers at once (issue 176)
The console's `build` tool answered "no build machine answered within 0s", handed a forge path to
git as written, and a build heard afterwards was recorded and never registered: recording and
registration lived only in the waiting caller, and the tool did not wait.

Now one function takes a build's outcome in — records it, parses the manifest, refuses a definition
naming an installation, registers the module with its source as the seat and path the request
carried — and both the waiting command and the daemon that follows the role's `built` event call
it. `build --wait 0` asks and returns with the id; `builds --log <id>` follows it. The seat verb
says `--self` for a repository given without a scheme.

jschoubben 17f7cb0d9c A build says what it does on the bus, as it happens (novox/hq ADR 0157)
The build-machine seat emits `started` and `log.<build id>` beside `built`. Every line the builder
speaks — each step, each command with its duration, and on failure the command's own output — goes
to stderr as before and onto the bus under the build's id, one subject per build, kept a week in
EVENTS with every other event. `builds --log <id>` reads it back from the stream with a consumer
that is gone when the reading is done, on the command line and as the controller's seat verb;
`builds` lists each build's id and `build` says the id it asked with.

Lines are core publishes with a sequence number, so a build is not slowed by an ack per line and a
gap is visible; `started` and `built` are awaited into the stream. The seat protocol widens
additively at the controller's next start; the holder's grant follows on the broker node's next
composition.

status --json prints its warnings beside the document; parsed from both streams together the first
status asked through the console carried no answer as data. Output stays both streams, in order.

jschoubben e9df5dccab The mesh's own verbs are the mesh-controller seat's tools
A seat's protocol lives in the store (migration 0047; seeded additively), a served verb carries its
description and schema, holding a mesh seat requires serving its verbs, a node-scoped seat's tool
carries the node, and the control plane serves status, nodes, node, modules, seats, builds, plan,
assign, unassign, push, build and tools on its seat by running the same commands (novox/hq ADR 0132,
ADR 0154, design 33). A grant of * reaches a role's tools; seat:<seat>.<verb> grants one.
