A release's own gates held its other sends back for ever; an adopted send
lost what the machine ran before; a kept send could grow a build no gate
passed; a take-over matched by commit alone; a rest that went silent ended
done. The node-engine and the resolver still go one machine at a time, since
a fault that cuts a machine off shows only as silence.

A release now sends every other machine in one step once its first machine
passed, each judged by its own gate; a failing one is put back without
stopping the others, a silent one is left. A send is kept before it is made,
and a machine already sent what a gate is for is not sent again: the gate
counts from that send and takes over another walk's readings of the same
build there.

Two tier tests relied on the two-minute settle to keep a module unjudged; the
witness window and the gate's spacing now hold it. A healthy reading taken
before the controller's floor counted no pass, so a dip after it did not take
the two-minute pass away (novox/hq ADR 0352 decision 3).

The operator wants these gates as fast as they can be: counting readings only after
two minutes added about 80 s to every node-engine rollout for no safety. Count
from the send, pass on the third healthy reading, and pass a module healthy at
every reading at two minutes on what it has (novox/hq ADR 0352).

The controller runs on one machine, so three readings over two minutes guarded no
other machine and held every walk behind it. Judge each module by its own rule:
one reading for the controller and the tool runner once the node-engine's witness
window has ended, one for mesh-delivery, three for the node-engine and the
resolver with the first two minutes after the send (novox/hq ADR 0351). The
gate's verdict names the rule it applied.
mesh/delivery-group group feat/335-a-busy-container-is-replaced-when-idle rejected: its order contradicts itself: novox/mesh-catalog@190608193764, novox/mesh-c…
A merge into mesh-controller replaced every build agent and threw away the
checks in flight (issue 594). The manifest's container busy is checked and
sent only to an engine that reads it; a report's busy waits are kept, the
gate starts at the report that says the container replaced, and the wait is
a phase of the delivery time. mesh-builder busy drains the agent and answers
while a build is in hand (novox/hq ADR 0335).
On 2026-10-02 a plan sent the control node a controller older than the one
running there, whose seat row the newer build had widened; the older binary
refused the row and the mesh went quiet for ten minutes. ADR 0185 took the
outage out of it, and the race stayed open.
Every send but a person's push now refuses a move of mesh-controller or
mesh-host to a build asked before the one its machine was last sent (the
builds' registration order, issue 219), whatever composed it — gated or not.
A gate's own put-back is the one exception, for the modules it puts back,
and says so in its send's scope. The refusal is the send's error, which the
plan keeps as its note, and a warning condition on the machine, cleared by
the next send there that carries no such move.

ADR 0282 decided readings by class and ADR 0304 took a leaf module to
one, but the gate never learned it: every build, leaf or core, needed
three readings over at least two minutes, so a container module that
was healthy at once still waited about two and a half minutes on its
first machine. The number of readings and the settle time now follow
the module's class: three after two minutes for the controller's own
path and the resolver, one for every other module. Tests that judge a
gate's other rules keep leaf modules on three readings.

A walk left the machine holding the bus out of a gated send whenever a
build waited there for that same gate, so a module's new health tool was
refused by the bus on its first machine and the gate could not pass. The
grants step sends that machine its declaration with every build kept,
before the first machine's send; plans and the change plan say it.

A consumer held under a provider that only waits for the operator now
passes its gate as a wait for a person, carrying the wait, so no walk
waits on the operator's secret. Only consumers of the waiting part are
held; one that cannot be matched is raised on its own and says its
provider waits. needs-operator stays a warning while consumers wait.

A module waiting for the operator's secret failed its first-node gate, held
every later walk and was said as 'nothing for you to do'. The node-engine's
new waiting state is checked against the manifest and the secrets given,
read by the gate as a wait for a person, and raised as needs-operator naming
the act. A secret family gives each part its own one-line secret, which the
mesh never makes, so the desk prompt can take each password.

The operator's budget (a leaf module running everywhere within five minutes
of its merge, a core module within ten) cannot be held to without knowing
where a walk's time goes. A walk now keeps when its batch's window closed,
when it was cut and its class (migration 0093), each gate reading, and what
each machine of the rest was sent; 'delivery walks' and plan-moved say its
phases from the merge to every machine of the rest reporting the build
applied, and ended walks keep them as walk-phase durations per class. Probe
D16 reads mesh-delivery's 'times' and raises delivery.<class>.over-budget.
A phase that cannot be measured is said unknown, never zero. Measurement
only: no walk is held, sent or judged differently.

On 2026-10-09 a release's gate on the control node read the machine's
report against a newer send another plan had just made there, failed
three builds the machine had reported healthy, and put them back on
every machine to a controller older than the store's schema; that
controller then passed the newer plan's gate from its own health.
- A gate keeps what its send carried (digest, sequence) and reads the
report against it; a report on the last send is on it too.
- A gate judges only the build the machine was last sent: another build
there supersedes the judging — no verdict, nothing put back.
- A controller is told its build (MESH_CONTROLLER_VERSION, ${version}
in a process's env) and records how far it reads the store's schema;
a put-back to a build that reaches less, or never said, is refused
and the current build kept, said as urgent.
- A release's open gate holds other sends of its modules there, and a
plan's own first send waits on it.

- A reopened fault keeps its gaps: it was there at a send unless the send
fell in one, so a send that breaks a machine recovered before it still
fails its gate (A2).
- An undecided part holds only the conditions that name it (A4).
- D2 holds a silent resolver for the next run again, refused or not: a
burst of refusals is also a restart (A3).
- A late merge is planned at the newest planned merge of its branch in any
state, not only an open one (A1); merge times to the nanosecond (A5).
On 2026-10-09 the control node's resolver refused from 10:57:57 UTC. A
node-engine restarted by the 10:59:34 send said its names undecided, that
statement cleared the network condition, the next look raised it again
after the send, and the gate put back two builds for a fault older than
them.
- A condition keeps First across a reopening; the gate reads Began.
- An undecided network statement (unknown, starting) clears nothing.
- D10 counts what a release's tier names as rolling, so a walked
node-engine is not core-behind on its own first machine.
- D2 raises a resolver that refuses every try at once: a refusal is an
answer, not a loaded resolver (issue 277).

The third review of #170 (hq issue 339): a setting overrides any key a
provider serves, so any caller of the settings verb could move a database's
port, a registry's port or an issuer to a listener of its own and collect
what consumers present. TerminalKeys now derives from the manifest: places,
accesses, every served key and every setting a served value asks for, and
every setting a file marked `trusted` asks for. `trusted` is the catalogue's
word, taken out before the declaration; `module check` warns of a file that
asks for a setting without saying, and refuses it from 2026-10-30. The hand
list is gone. A directory used as found is now its own condition kind, the
operator's, never urgent, and the gate exempts it where it exempts a relogin.

A module's failed unit now arrives among its resources and raises the
module's own condition, named by the unit. The machine's own failed
units, which no module places, are one warning for the machine listing
them, cleared when none is listed. Nothing a send moved is among them,
so the gate never holds a send on that finding. The statement's units
are kept with the machine's health (migration 0080) and node show says
them.
A VPN client rewrote the laptop's resolver file and nothing said so. The
engine now states its machine's networking; the controller keeps it with
the machine's health (migration 0077) and raises the rewrite as its own
finding naming the writer, the machine's own faults as machine.<m>.network,
and what several machines cannot reach once, there. The gate waits on a
rewrite it did not make rather than putting back a good build.

With twelve consumers of the database provision, one provider down would be
twelve conditions for one fault and twelve gates failed for something none of
them did. A consumer's check names the provision it exercises; while the
provider composed for it — its recorded binding, or the machine its credential
comes from — is unhealthy on the record, what that check finds raises nothing
of its own: the provider's condition lists it as waiting and is urgent, and
the consumer's gate waits, past its bound too, rather than putting a build
back. Liveness findings and checks naming no provision stay the consumer's own,
and once the provider is healthy a consumer still failing is raised at once.

The gate judged a module by what the mesh saw from outside, so a container that
crash-looped after it applied passed it. Each machine's node-engine now states
the health of every long-running resource it runs; the controller keeps the
newest statement per machine, raises module.<module>.<machine>.unhealthy on the
second statement in a row, clears it on the first that does not say it, and the
gate passes a module only when every long-running resource of it is stated
healthy since the send. An engine that states nothing is judged as before.

A send carries the machine's whole declaration, so at the switch to roll the next send of
anything would have carried the old default's backlog, unjudged, to every machine. A gated
send now carries and judges everything waiting on its machine; every other send is refused
or leaves the machine; a release plan walks what waits one machine at a time, the control
node last, and one that fails holds the next until a person releases it.
A build that reported applied was sent everywhere; one that then did nothing, served
no tools or broke its machine's word reached every machine. Now the first machine is
judged by the component's health (the core's definitions, as doctor probes H-*, or a
module's own) three times over two minutes within ten; a failing gate puts the previous
build back there once, marks the build, and says it as a condition and an event.
Upgrades roll out by default; the bus is a planned step; a module deleted at its
source is not built (the public-acme plan failure).
