Part 3: the list's own reading (catalogue/predefined.go) and the tests of the build, module check, merge gate and registration (hq ADR 0348 clause 7, issue 661).

Mesh and node config may hold values only for keys on a fixed, reviewed list (hq ADR 0348 clause 7, design 57 package K2, issue 661). A build reads predefined.json at the root of the repository at the commit it builds and carries it with the commit's generation; module check and the merge gate read it from the tree. (Part 1 of 2: the changes to existing files.)

A file's text may live in files/<name> beside the manifest instead of inline,
so modules can move their files out of module.json (ADR 0349 clause 2, issue
654). The build packs files/ into the module's declared archive and reads each
template back from the packed bytes, proven by the digest, into content: the
manifest the mesh holds, composition and the node-engine stay as they are.
module check, the merge gate and module add read templates from the tree beside
the manifest, so a change to a template alone is judged. A file naming both
template and content, a template outside files/, a missing one, and a held
manifest that still names one are refused by name.

The artifact store takes writes from anything on its network, so a record
planted under another merge's key could have been registered: the walk now
takes a scratch build only when the build seat's own verdict for one of its
pull requests names its key and digests. Deleting by digest also took builds
another check shared (review of #311; novox/hq ADR 0350).

A merge built every moved module a second time although its check had judged
the same tree (issue 649). The check now builds into the scratch namespace
under a reuse key (source fingerprint plus the builder's own digest), and the
walk of the trunk commit copies a build of the same key by digest instead of
building, saying per module why when it cannot (novox/hq ADR 0350).

With npm-package-registry optional, the binding file the agent's environment
names may be absent, and mesh-builder failed every build on reading it. It now
reads the genesis document the installer seals at genesis's packages step when
no binding is present, prefers the binding when both are, and each build's log
says which it resolved from (§4). A build that needs the registry - a package,
an image naming .npmrc, TypeScript with an @novox/ dependency - on an agent with
neither is refused before anything is built or published, naming the machine,
the unbound requirement and gitea (§6); it never falls back to the public
registry. The captured catalogue moves to the mesh-catalog change it is judged
with.

ParseManifest also reads stored builds again: a build's manifest at a
commit, the gate, a release, a module put back. betterbird's builds from
before its accounts file named its keys would have become uncomposable
there, so a send to g14 or shanks could fail and a rollback be refused.
The refusal now runs in module check, module add, a build taken in, the
builder and the merge gate's registration, and a file is no longer
reported by both §2 and §3.

A check judged the head alone, so two pull requests that each passed could
break the trunk together (node-engine #66 on 2026-10-09), and a recheck after
the trunk moved judged the same head again. The build seat now merges the head
into the trunk's head in its own clone, never pushed, fails a head that does not
merge cleanly naming the files, and the verdict names the head, the trunk
commit and the commits read beside it, for the forge and mesh-delivery to weigh
against the trunk's next move (novox/hq ADR 0323, issue 341).
The xz reader keeps one delta or BCJ decoder for every block of a stream and frees them only when the
stream ends, so a file of many tiny blocks grows the heap with its length: about 67 MiB live for a 6 MB
`xz --block-size=1 --delta` file, about 5.6 GiB at the 512 MiB download cap.
The file's framing is now walked first, without decompressing: stream header, each block header, the
LZMA2 chunk headers (each carries its compressed size, so a chunk is skipped unread), padding, check,
index and footer. A file of more than 1,024 blocks or 16 streams is refused, as is an index whose block
count is not the count walked. The index alone is not trusted because the reader compares it with the
blocks only after decoding them all, so a lying index would still be decoded. Refusing delta and BCJ
outright was not chosen: it needs the same walk to see each block header, and would refuse sound
releases filtered with BCJ.
1,024 blocks keep at most about 0.35 MiB of decoders. Betterbird's archive is 1 stream with 1 block;
multi-threaded xz cuts blocks of 3 times the dictionary, so 512 MiB in blocks of 512 KiB still fits.
The library stays unforked.

ulikunitz/xz's ReaderConfig.DictCap is a minimum: a stream asking for a
1 GiB or 4 GiB dictionary was given it. github.com/therootcompany/xz, a port

larger before allocating it. 64 MiB, xz's largest preset.

Betterbird's pinned .tar.xz failed on the build seat with "this build seat has
no xz to read it": the seat's image is the catalogue's build-agent recipe,
which installs git and docker-cli alone, and xz had been added only to
cmd/mesh-builder/Dockerfile, which the seat does not build from. The stream
is now read with github.com/ulikunitz/xz (vendored), its dictionary capped
at xz's own largest preset, and what it unpacks to bounded as before; the
xz line in the unused Dockerfile is taken back out.

The url was skipped by the installation check, so an installation's host or
an address passed; it is judged whole now, the vendor's host declared in the
artifact's names-on-purpose, and an address or a reserved name as the host
is refused. Only the version's dotted-quad reading is skipped. The unpack
caps its entries, drains xz before waiting for it, reads a pax global
header and a nested within's parents, and a redirect off https is not
followed.
A mail client's release is about 80 MB per version, too large to keep in a
repository at every upgrade, and an add-on whose licence forbids copying it
to third parties may not be in a repository at all. An archive artifact may
now name url, sha256 and version (and file or within) instead of from: the
build seat fetches it once, refuses it when its digest is not the pin's and
names both, keeps it in its workspace under the digest (a vendor that serves
only its newest version cannot break a later build of the same pin), and
packs it like any archive, so a node gets the mesh's own archive by digest
and never asks the vendor. The build seat's image carries xz, which Go's
standard library does not read. The installation check takes the vendor's
address and version of such a pin for the world's, as a registry is an
image's.

The toolchain container mounts the workspace as HOME, so the credential kept

A hand build of an older trunk commit said a closure lacking what was
imported since, and the planner would have mapped the next merge onto it.

A merge to the controller's repository moved the route proxy and the build
seat's holder whatever it changed, because nothing said which files their
builds read. A build of a trunk commit now says its build source per
repository: a Go program's import closure, an archive's directory, an
image's recipe and the package it names in the new 'compiles' field. That
image is built from its build source alone, so a recipe reading past it
fails by name, and its fingerprint is over what it was handed.
An unrecorded index or a copy in progress can name a platform the records do not see, so
only a person's collect, after its dry run, takes an index's platforms, and only once every
kept index of each repository it touches was read. A copy missing a platform is copied
again, and a copy a build holds again is no longer recorded as collected (review of #144).
A copied base was named only in what a build stood on, and nowhere when the build failed,
so the store's sweep could never let one go (hq issue 321). One repository per upstream
image stops each module asking the public registry for the same image again, and letting
an index go now takes its own platform manifests, which otherwise kept every byte. A
person can record the copies no record names through the new mirrors verb (hq ADR 0257).

A change could delete or gut its merge-check.sh and skip its own tests, and a
branch cut before the script escaped them. Where the base branch holds one, its
script, declared parts and toolchain run against the change's tree, and the
verdict says when the change lacks or alters the check (novox/hq issue 310).

On the control node the store-bound packages of the controller's suite ran
five to seven times slower than on any other holder, and every controller
check that landed there ran past the suite's thirty minutes: a throwaway
store flushing to a disk the mesh's own store, bus and forge keep busy.
A store that lives for one check needs no crash safety.
A holder recreated mid-check left the check's store and bus running, and
the redelivery went to another machine, so nothing removed them: eleven
pairs across four machines. A starting holder has taken nothing, so every
container labelled with an ask of the seat is an earlier holder's.

mesh-lab's merge-check.sh runs in the TypeScript toolchain, which holds no Go
compiler, so its replays register was never compiled before a merge and a

A check asked by the controller before its own build of the issue 285 fix was registered was judged by
the controller the mesh ran then, which passed 0 of 4 composing. The judge is the running controller by
design, so the rule is read where the verdict is taken too: from the machines the verdict lists.
mesh/merge-gate pass: builds build-agent, mesh-controller, route-proxy → ace, g14, novox, shanks; no bus step; every machine composes with the change as it…
The gate composed 0 of 4 machines with the change and without, and passed every change: the store it
raised held each module's bus credential but no account for it (issue 203's refusal), no outward links
(so no filter could be composed), and refused settings the mesh holds. Now the account is minted with
its credential, the facts carry each machine's outward links (a stand-in for an older snapshot), the
mesh's layers are kept as held, and a withheld path keeps a path's shape. A machine the mesh composes
that the gate cannot raise makes the verdict an error, never a pass; the verdict alone is on stdout.
A merge-check.sh that passed on an agent's machine failed on the build seat: a newer gofmt, siblings at
a feature branch, another user. `mesh-controller check-here` runs builder.Check with the ask the
controller would make, from facts that now name the toolchains and the refs cloned beside; a failed
script is said by what failed. (novox/hq issues 282, 283)
While the mesh-delivery seat has a holder on record, a merge that moves no
core module opens its walk and asks nothing until mesh-delivery or a person
says go; nothing of it is registered before its turn, so no other send
carries it. The controller keeps the planner, the gate, sending and the
walk, and gains the verbs the owner asks with: delivery-plan, -order,
-check (a group composed as one future state), deliver, delivery-stop,
delivery-walks; every walk kept is said as plan-moved.
One commit, one plan: a commit off the trunk — a pull request's head, a branch built by
hand, a rebuild or replay of one — is for checking. The build seat reads from its clone
which branches hold the commit, and the controller records and never registers a build
whose commit is not on the branch the module follows (the repository's default for a
new one), so nothing off the trunk can be sent.
A pull request's check now carries its change plan, computed by the planner: what a
merge would build in which order, what each machine would receive, and what is not an
ordinary send — the bus step, a module waiting for a person, a provider's consumers.
de-spiegel's and link2pay's manifests already fail the module check on main; without
comparing against the base branch every pull request touching them would fail the gate
for a fault none of them made. The gate's own rule: what was already so is said.
Every pull request the forge announces is mapped onto the mesh's module graph by the
merge handler's rule (issue 278): touching a module — or adding one — runs the gate
(mesh/merge-gate), its judge chosen by the graph (the controller judges itself, the
node-engine by its validator); a repository of the mesh that touches none runs only its
own merge-check.sh (mesh/repo-check), a warning when it has none. Nothing is left pending:
a repository outside the mesh touching nothing is told so as a pass.
The gate moves out of the per-repository scripts into the build seat, so a script is the
repository's own tests and declares its toolchain (go or typescript). The controller's
manifest names every verb of its seat again (ADR 0132), held by a test.
mesh/merge-gate error: the check could not run: a throwaway postgres:17-alpine could not be raised: docker run --label mesh.build=build-1791317509716888018…
An image is not byte-reproducible, so ADR 0236's 'same artifacts is no move'
never held for one: a catalogue merge that did not touch the bus rebuilt it,
and every send to the control node waited for a planned bus upgrade.
The builder now records a source fingerprint per build (module tree, context
trees, bases and toolchains by digest). A rebuild with the fingerprint of the
build it repeats is registered with that build's artifacts, handed to modules
standing on it, holds no push, demands no bus step, and a plan sends and
gates nothing for it. Identical artifacts remain a second way to be no move.
Every check the mesh had ran after a merge, on a machine: a manifest the node-engine refused
(236), an identity a real machine's name made too long (263). merge-gate raises the mesh as the
facts snapshot says it is and the mesh with the change, each in a throwaway store through the
controller's own records, composes every machine twice and validates it with the node-engine's
validator, and fails what the change breaks, naming the machine's roles and the module - plus a
manifest the judging controller cannot read, a consumer left out of its grant, a module removed
while a machine runs it, a new module the node-engine would refuse; it warns on a wide rebuild.
The forge's new head of a pull request becomes a check the controller asks of the build seat:
the head and, beside it, the controller the mesh runs, the catalogue, the host and the lab; a
throwaway store and bus of the versions the mesh runs; the repository's merge-check.sh in the
mesh's Go toolchain with no container runtime socket; then mesh-lab's replays. The verdict is
said as checked, an error never a pass, and nothing is recorded or registered.
A queued ask could only be waited out and a running build only ended by
stopping the machine, which redelivered it elsewhere. The holder now serves
current, kill, pause and resume on its own machine's subjects; a kill ends
the build's process group and labelled containers and settles the ask as
failed, killed by hand; pause is kept in the workspace across a restart and
said on the bus. The controller writes cancelled ids to a cancelled set the
holder reads on taking an ask, closing the race a delete alone leaves.
