InstallationProblems: every value the mesh acts on is judged for a name under a public TLD or a public address; prose (why, description), the world's registries in image, public resolvers and public ACME directories are exempt; names-on-purpose: {name: reason} on a resource declares a name it means. Run by module check and by TestNoCatalogueManifestNamesAnInstallation (MESH_CATALOGUE) — not at registration yet, while the declared list shrinks.
${setting:<key>} in a file's content fills from the assignment's settings layers; refused by name when nothing set it; UnusedSettings counts it as a destination.
build.artifacts[].context.seat: a context on the git seat; the build request carries seats (clone bases), the builder composes the URL and refuses a seat it was told no base for.

Merge first (the parser must know seat and names-on-purpose before a manifest says them; the builder is rebuilt automatically). Then mesh-catalog. Then on the control node: settings set mailu with domain/sitename/website/proxy-address before the mailu manifest is re-registered by its rebuild, or its next declaration is refused by name.
