Design 38 WP4b ends with the registration gate refusing the old shape for every module: tools served from a container built on the runtime's image.

Until now, a module already registered in that shape was rebuilt without complaint, so the pipeline kept running while about thirty modules moved. All of them have moved, and no catalogue module builds on the runtime image any more. The exception, registeredInThatShape, is removed. Before the runtime exists, the shape is still accepted.

The test is updated: a rebuild in the old shape is now refused. The full suite passes except the known TestTheResolverIsToldEveryMachineOnTheNetworkAndToldAgainWhenOneLeaves.

While some thirty modules still stood in that shape, one already registered so was rebuilt without
complaint. Every module has moved since; the exception would only let one move back.
