Part of the migration-blockers feature (novox/hq ADRs 0087 and 0088; issues 031, 035, 054, 041).

  • Report.Superseded on the link protocol: a host that drained a burst of declarations to the newest one reports the ones it did not apply, and the controller logs them instead of treating silence as applied.

Proven by the genesis bed (21 pass), the vault bed (4/4) and the model-usage, catalogue-small and catalogue-apps beds on the mesh-lab branch of the same name. Merge order: this → mesh-catalog → mesh-host → mesh-lab → hq.
