Issue 1689 (critical): at 13:42 novox's declaration was ~2.2 KB over the bus's max_payload (1 MiB) on the wire (base64 envelope link.Signed), tipped by an assignment on ace; novox's declaration carries every bus user, grant and sealed secret of the mesh. The assignment was undone at 13:49; the margin is ~2 KB.

  • The vault's export (mesh-vault.kept, export.json, 334 sealed secrets) is sent compact (compactKept in sendableOf): 164,763 -> 138,475 bytes, ~35 KB less on the wire for novox; margin ~37 KB. One rewrite of that file, then stable; its readers parse JSON.
  • link.Declare measures the encoded message against the connection's own MaxPayload before publishing; over the limit it fails naming node, size, limit and excess (instead of the bare nats error), recording nothing as sent.
  • Condition declaration-near-limit (machine scope): warning from 90% of the limit, urgent over it, cleared under 90%; raised by the serving controller.
  • testbus.StartWithMaxPayload; an integration test against a real bus with max_payload 2048.

Later: 1692 (write the export compact in mesh-sdk, remove compactKept), 1693 (condition hysteresis, removed machines); the lasting rule (a declaration not bounded by one bus message) gets its own record.
