Issue 1126 (note 15), blocking: main 82d212a2 fails TestModuleCheckPassesTheCatalogue against mesh-catalog main with "mesh-vault claims mesh-vault and says it serves own, which that seat's protocol does not promise". This repins mesh-sdk to e78e881 (mesh-sdk #fix/1126-vault-seat-own), whose vault seat promises own. Pin-only: go.mod, go.sum, the mesh-sdk line of testdata/beside/CAPTURED; conformance/ is unchanged between the two sdk heads.

Piece of the research "The controller, NATS-native" it moves: none; it repairs the catalogue check the controller runs over every manifest.

What changes on delivery: the controller then composes every node's grant to call the vault's own (see the mesh-sdk pull request); the change to every node's and the vault's bus permissions is the one L2 designed.

Tests: the failing test passes with mesh-catalog main beside it (and fails at main's pin, as a control); full unit suite and go vet -tags integration pass.
