Let the assigner decode manifests and take the indexer's verdicts, never judging (ADR 0578 §3, §5, §6)

Issue 1585, S11: world and wants read with catalogue.Decode; a trunk refusal is held, named and handed to the
composer in its input; a proposal's composition read that fails is said, not dropped; a reader that cannot read a
changed field is a warning, no longer a failure.
