The cause: the builder still pinned an older mesh-sdk, whose seat set does not define mesh-placement, so it refuses the new assigner's manifest ("claims mesh-placement, a seat in the mesh's own namespace that it does not define", ADR 0121) and the assigner of L2 cannot be built. Pinning mesh-sdk 38dbe1d (go.mod and go.sum alone) lets the builder take the claim. The builder's own manifest claims no new seat, so the builder that runs builds this one.

A blocking fault, and the second time of "a module left on an older pin": a sweep of mesh-delivery, mesh-catalog, mesh-controller and mesh-host found no other module that validates manifests or seats on a pin older than 38dbe1d.
