The assigner claims the seat mesh-placement (ADR 0567): its seven verbs; its states placement, proposals, candidates and pulses and its 30-day stream; every proposal followed from the nodes' answers through the operator's Approve to the compare-and-set write, keeping the controller's assignments in step until the lease write; silence and ask expiry judged by pulse keys, with no timer; the seat's buckets bound at each pass. The pull request's placement check is gone. The indexer, the forge bridge and the view drop the repository path. The checker puts every node's name on each check ask. The view reads build capacity as an integer per node. mesh-grants reads placement from the seat's state. Every module the seat touches pins mesh-sdk 38dbe1d.

Tests: unit 588, integration 76, unchanged; both over budget, a standing finding. The integration test starts the assigner whole on the bus: propose, two nodes answer, approve, placement-changed, a moved key laid again, a decline, a silent node.

Indexer: stop holding the catalogue's placement, it is the seat mesh-placement's now (issue 1126) f4dd334b49

Deletes the placement and candidate writes, the reread tool and its forge reads, the two buckets and the placement-changed event.
D1a and D1b are one commit: the index package, the named reads, the tools and the manifest do not compile apart.

Forge bridge: carry no placement files, placement is the seat mesh-placement's (issue 1126) 730e44d762

A catalogue merge or pull request no longer lists or reads placement/, so the Listed read and ConvertWith have no use and go.
