The seed was refused: 'the indexer holds no module mesh-wireguard'. mesh-wireguard is provided by the mesh (overlay.Manifest in mesh-sdk); mesh-grants and the controller already made that exception, the seed's check did not. The assigner's seed and mesh-grants now use mesh-sdk's ProvidedByMesh predicate (mesh-sdk #120). Issue 1126, ADR 0567.

Tree identical to 699998608a (approved by rev-l2); re-pushed with the operator's yes because the checker lost its check.

Assigner and grants: take the private network as the mesh's own through mesh-sdk's one predicate, so the seed is not refused for it (issue 1126)
